Upgrades the codebase to vue 2.7
Caveat
At first pass it looks like upgrading to vite might be necessary before this can be adapted. Webpack uses vue utils and is pinned to a version that only supports node up to 17. We have other packages that need node 18 or higher. I will investigate further before taking this out of draft.
