This apparently works in some form already but conflicts with the implementation of ServiceFilterAttribute. Any IFilter that's registered in the service provider is considered a global filter.

This should follow the same design as modelbindings/value-providers/et-al and be registered in options with descriptors.

We already have a pattern for this, so we should probably go ahead and do it.
