Bump py version to 0.2.0.post1

Pull Request Description

This is to fix the release blocker. I cut v0.2.0 earlier and delete the package. However, the file name can still be detected and future release pipeline is blocked. We need to follow PEP 440 post-release versions instead of doing more hacks.
