[Misc] Make model adapter controller e2e work

1. Update the RBAC and generate the correct manifests
2. Support DEBUG_MODE for testing on mac for desktop
3. Update controller deployment imagePullPolicy
4. Fix some Lora integration configuration like endpoint or field information.
