Remove files already superseded by templates

Description

The files removed in this pull request are already present in the TARDIS templates repository.

Other files remain duplicated, like CODE_OF_CONDUCT.md and CONTRIBUTING.md. These files are RST-included in the documentation, so removing them it's not possible without changing the documentation pipeline (maybe in another pull request).

Motivation and context

Do not keep duplicated files.
