@iraf: some time ago, I got a mail from @fvaldes suggesting that the external packages that were maintained by NOAO are all meant to be under the usual IRAF license. Specifically he confirmed this for sptable, mscred, and nfextern. Based on this, I would also add the IRAF license file to the rest of packages. Would you disagree here? |

Since the astroconda recipe of fitsutil also refers to the standard IRAF license for this package (among obviously cfitsio, and GPL), I will merge this PR now. @iraf if you disagree here, please open an issue to discuss it. |

Fitsutil currently comes without a license attached, which makes it impossible to legally re-distribute (or even use) the package.
For simplicity, this pull request proposes to use the standard IRAF copyright file here, which is basically a MIT license type (with no-advertizement clause).
The cfitsio license (also MIT license type) is already present in
lib/cfitsio/License.txt.
