linter: no-cycle rule is unstable #9077

There are few cycle imports in https://github.com/toeverything/AFFiNE latest canary branch, but oxlint can detect it only very occasionally.

I can't reproduce it on my computer, and CI is also fine, but sometimes it can be found during precommit:
