Has there ever been a request for team based Rulesets?

Hello,

My enterprise organization has over 100 teams moving their repos and CI/CD pipelines to give. We have a challenge concerning Rulesets because the individual teams would like to share RuleSets between their repos but the company is insisting that we limit the number of Organization Owners to less then the number of teams. The result of this being that we cannot use Organization based Rulesets to solve our problem.

My product feedback would be to introduce a team based Ruleset feature, which would ultimately and easily solve our problem by alleviating the need to manage a RuleSet for each repo. I am a Sr. Software Engineering Manager for a team that owns around 50 different repos.
