The GitHub education isn't available for Chinese student

I'm a CS student in Peking university in China.Applying for the GitHub education can let me get free GitHub Copilot pro.So I definitely wanna apply for it.
But the website tells me that I cannot use VPN because GitHub needs to check my location to compare it with the location of my school.
However,it's impossible for me to use GitHub without VPN in china mainland.I really need help with the GitHub education application.😭
