Steps to reproduce

1. start PowerToys and enable FancyZones
2. resize any window
3. open Task Manager and set "Always on Top" (I think any other window set to "always on top" causes FancyZones to consume a lot of GPU
4. in Task Manager, sort by GPU %
5. Fancy Zones consume 15-20% of GPU on idle

✔️ Expected Behavior

FanzyZones should not use GPU when idle

❌ Actual Behavior

Fancy Zones consume 15-20% of GPU on idle

i can't repro this on my desktop right now on a Nvidia 3060. Wondering if this could be a certain type of GPU.

The issue was reported here #35761 as well.

I have Asus Zephyrus G14 laptop with NVIDIA GTX 1650 TI

I spotted the issue when my fans where loud for no reason and started looking for a program that generates the CPU or GPU load.
I found that it's FancyZones generating a high GPU load.
