Ordering of the links to requirements inside requirements classes

Creating a new issue related to #764

The toolchain should be automatically ordering the links to requirements when they are presented in the requirements class.

The ordering should be numerical.

So instead of requiring the editor to manually order the references to the requirements, the ordering should be handled by the toolchain.

@ghobona You indicated in closing #764 that manual ordering was acceptable. That is not the case?
