Running `cargo add` should generate a lockfile #781

Steps to reproduce:

cargo new foo
cd foo
cargo add anyhow
# no lockfile exists
stat Cargo.lock

cargo check
# lockfile now exists
stat Cargo.lock

cargo-add is no longer maintained in this repo but in the cargo repo.

This has also been fixed in cargo, see rust-lang/cargo#10902
