Is your feature request related to a problem? Please describe.
We need to manually create section header for references/bibliography, otherwise, with footnotes present, the mentioned refs show below footnotes in a not-so-nice way.

Describe the solution you'd like
Pandoc allows a reference-section-title option, which automatically adds the provided section header if any references are detected. Otherwise it leaves the document alone. Can we have a similar config option for quartz?

Describe alternatives you've considered
I can imagine a custom emitter being able to do something like this, but I believe a native library level config option would come with less issues.

Additional context
I see rehype-citation uses citeproc-js but could not find a similar option to just pass through.
