when global.json has erro we receive global errors event, when error fixed - don't

Repro is add a typo in global.json and see errors in the list and References say Errors - see Error List). Undo your chnages and save - nothing happens.

I debugged it and we do send same outgoing events to DTH when global.json is modified, but don't receive anything back.
