"kpm pack" exits without error when dependencies are missing #544

If we don't do a kpm restore before kpm pack, the pack operation can still succeed without any error/warning. However, the output of pack operation is an incomplete one, because it doesn't have all necessary dependencies in approot\packages.

We should show an error when this occurs, with a non-zero return code.

We should still do the same amount of work we do today.
