Add the ability to setup HealthCheckUI without using custom endpoints

What would you like to be added:
I propose we add the ability to use fluent configuration to setup the reported data.

The api would look something like this

.AddHealthChecksUI(setupSettings: setup =>
{
    setup.MapHealthChecks(new HealthChecksUiOptions(){
        Name = "System",
        Predicate = healthCheck => healthCheck.Tags.Contains("sample")
    });
});

Why is this needed:

• Remove the need to create a specific endpoint in order to use the UI
• Adds a workaround for using relative paths with IIS ( UI works on localhost but throws unhealthy Endpoint error #1736, Relative paths for the health-check UI only appear to be working on local iis express or Kestrel #1420 )
