Curtail New Relic Log Volume

User Story

In order to not ingest more logs than are necessary, datagovteam wants to examine overall log volume and determine what can be trimmed.

Acceptance Criteria

[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]

• GIVEN I am looking at a period of time in New Relic
  THEN I should not see duplicative logs for the same event
  AND the logs should be set at the appropriate level (DEBUG info should not be getting logged to INFO, for ex)
