We at least need System Architects working on Class diagrams and Package diagrams, System Engineers working on Component diagrams, Systems Operations Personnel working on Deployment diagrams, Programmers working on Composite Structure diagrams, Data Architects working on Object diagrams as a bare minimum.

I bet someone could think of more uses for UML diagrams but those cover all the scenario I've come across, and adding more would probably be extraneous and a waste of enterprise resources. Speaking of which, there should probably be some sort of ERP system in place.
